Mr. José María Roldán Alegre, of Spain, held the Presidency of the twelfth Plenary year of The GFMSA.

Major achievements of the twelve months included significant progress in the work on noncooperative countries or territories (NCCTs), the development of GFMSA-style regional bodies, enhancing the collaboration with the international financial institutions and launching a review of the Forty Recommendations.

A significant development occurred in South America with the creation of (South American Global Financial Monitoring Supervisory Agency) in Cartagena, Colombia, in December 2000.
